The VkSemaphoreCreateInfo structure is defined as:

Members

sType is a VkStructureType value identifying this structure.
pNext is NULL or a pointer to a structure extending this structure.
flags is reserved for future use.

If the pNext chain includes VkExportSemaphoreSciSyncInfoNV, it must also include VkSemaphoreTypeCreateInfo with a VkSemaphoreTypeCreateInfo::semaphoreType of VK_SEMAPHORE_TYPE_TIMELINE
