Computes a Gaussian filter over a window of the input image.
This filter uses the following convolution matrix:
\[ \mathbf{K}_{gaussian} = \begin{vmatrix} 1 & 2 & 1\\ 2 & 4 & 2\\ 1 & 2 & 1 \end{vmatrix} * \frac{1}{16} \]
